Looks to me that the girl that did the kicking is LUCKY her victim was OK.
Imagine if she'd have broken her neck on that railing...or just become paralyzed or cracked her skull open.
I think you could see that the short chub of kung fu was pretty nervous just after having landed her kick. But no concern for her victim's well being at all, of course.
Had she not been a meter above the victim, that kick would have been at shin level.
