RJ didn't do that because it would have been BAD ENGINEERING....
With 0.125 thick frames, and thrust bearings, the pivot head can't be flush because it would leave insufficient material to support the pivot shaft. Function always comes first, looks are secondary.
The guy worked on helicopters, didn't he? Not surprised there was a simple explanation.
