Tell your friend that SBR means "Short Barreled Rifle"

Basically you pay 200 bucks to uncle sam, and you can chop the barrel as small as you want. So the P90 will look like this:

SBR = Short Barreled Rifle

While the ability to create new select fire weaponry is pretty much non-existant, an existing rifle can be registered as a short barreled rifle with little more than some paperwork and a tax stamp (fee). That way, you can cut that long barrel down to something more better :punish:
